Somaliland: KULMIYE Calls For A Caretaker Government When Riyale’s Term Ends

Hargeisa (Somaliland Globe) March 17 – The Chairman of Somaliland’s leading opposition party, KULMIYE, has called for a caretaker government to be appointed to lead the country when the President’s term of office terminates on the 6th of April, Somaliland Globe reports.

Speaking at an opening ceremony of a new KULMIYE party office at the 26 June district in Hargeisa, Mr. Ahmed Mohamed Mohamoud Siilanyo, said “we are ready for the election, but the issue is who will run the country after the 6th of April to prepare the country for a presidential election”.

“When we agreed to the President’s extension last year, there were a number of conditions attached to the agreement of which the president has not fulfilled a single one, there will be no more extension this time round” he told the cheering crowd.

This political crisis started in April 2008 when President Riyale’s constitutional five-year mandate ended, and the Upper House controversially extended his term by additional year, in a move fiercely condemned by the opposition parties.

The dispute was later resolved and a new election date was set for March 29, 2009. But Somaliland’s National Election Commission has recently decided to delay the election until 31 May 2009. This new date, which is beyond the expiration date of the President’s one-year extension, presents another constitutional crisis and has now deepened the dispute.
